Victor is an old blue tank engine who, works on the North Western Railway. He was retired a long time ago and was nearly scrapped. However, he was later discovered and restored into a children's playground. James discovered Victor when he taking a frieght train to The Other Railway and told Sir Topham Hatt about Victor. He was restored and turned back into an engine after he missed the sights of the world.
